He was, founder and first President for the “Messages of Peace to the World” Foundation in the year (1982). www.mensajesdepaz.org

Predecessor for the “Cascos blancos” program, he took part in the first project to set up the organization and to offer it as an aid or assistance for the United Nations.

In 1988 together with Pele, Edgardo Iorio and Football Technical Director Carmelo Faraone, they founded the “Futbol 5” organization and set up the first old-timer championship in Buenos Aires and later in Miami. From that day on, there are more than 30 thousand “Futbol 5” fields working.

As a Director for the “Alto al Cólera” “Stop Cholera” campaign in América (1991), he took part together with the epidemiologist Doctor Carlos Ferreira Nuñez, and made it possible to stop the virus of the cholera in America, due to the known “gota de lavandina” “drop of bleach”. Until that time, the virus had caused the loss of many infected people’s lives through the continent. This campaign was done with the support of those who had controlled the choleric virus in 1972; engineer Nelo Police, ex Napoles’ Mayor, Public Health Counselor Dr. Juan Carlos Clos from Barcelona and Professor Francisco Alcántara, Director for the “Santa Lucía” Institute in Barcelona. This alert teleconference was joined by some Ministers and Secretaries of American Health, who also took part and followed the conversation, sharing the first satellite teleconference that gathered 23 countries simultaneously.

In 1991 Carlos Peralta, at the head of “Cadena CIN” News Agency agrees with Police Inspectors; General Police Inspector Jorge Omar Ramos and General Police Inspector Jorge Passero, two high authorities of the Argentinean Federal Police Department, to carry out a teleconference for the prevention of crime in Computer Information Systems.
For that reason, delegates of INTERPOL from seven countries were summoned for the event which was called “Criminality and Information Technology” and “Crime without Borders”. Authorities of different World Organizations such as UNESCO, ILATID, CIREDIT, IFCLA, INTERPOL and the Argentine Federal Police Department were also invited. Therefore, this event was the First International Conference on a matter that increases on the net daily, being the first to refer to contingency plans and sanctions in crimes related to information technology.

In the Peace Conference of 1991 about the Middle East held in Madrid at Casa de Campo, he accomplished his mission as Ambassador and Coordinator of a mediation group composed of a Catholic Bishop, a Palestinian Imam and a Rabbi from Jerusalem and on November 3rd of the same year he proposed the famous handshake between Israeli and Palestinian leaders while everybody was talking about the failure of such conference. In the year 1995 he thought up and carried out a video teleconference, in which the Institutes Storni and Antártico participated. This video teleconference was called “From Pole to Pole”. In this manner Alaska and the Antarctica were joined, celebrating the 50th Anniversary of the United Nations (UN). At that moment the Director of CBS in Alaska, Eskimos of the North Pole and commandeers of Naval Bases Marambio, San Maritn, and Esperanza in the Argentine Antarctica talked simultaneously. The operations Center of connections were set up in Buenos Aires.

In 1996, in Madrid, Mr Peralta, in charge of a peace mission that he was carrying out together with Catholic Bishops, Jewish Rabbis and Muslim Imams, manages to convince the Archbishop of Peru, present Primate Cardinal Juan Luis Cipriani to act as Mediator at the occupied Japanese embassy in Peru. As a result of this proposal, more than a hundred human lives were saved.

In 1999, while he was in a meeting which was granted by the Brazilian Government, receiving from President Cardozo hands a message of peace for the world (in Brasilia), he was informed about a popular uprising in Asunción del Paraguay. He travelled there immediately and met General Lino Oviedo, who was in a military prison at the moment he was being released to take command of the Army. Mr Peralta acted by means of mediation and suggested him not to let himself be persuaded by the events because there already had been innocent victims and the number could climb to thousands. Furthermore, Mr Peralta reminded him of the peace mission to the Vatican, Rome and Madrid in which they both had participated. General Oviedo accepted such suggestion, rejected the position he was offered as Commander and decided not to confront such situation, saying ‘I do this for the benefit of my country without uselessly spilling blood.’ In that way, he left Paraguay to apply for asylum in Argentina and thus could peacefully put an end to the revolution.

He was the founder and first President of the World Organization for the Human Compensation W.O.H.C. (2001), which has a special exchange program to alleviate starvation.

As Director General and author of the project initiated in 1990 to search and compile exclusive Messages of Peace issued by the chiefs of state of the United Nations member states Mr. Peralta was enabled to be heard by the Secretary General Mr. Javier Pérez de Cuellar at that occasion. Such Program was afterwards interrupted by the Golf War; nevertheless Mr. Peralta continued visiting governments and chancelleries for his project, with the strong conviction that there should be no interruptions in the work for Peace. In 1998 he visited the Palace of Nations in New York one more time joined by a Catholic Bishop, a Jewish Rabbi and a Muslim Imam. In 1999 the opening message for the book “Messages of Peace for the New Millennium” was issued by the United Nations Secretary General Kofi A. Annan. In September 2002 this universal work (www.worldmessagesofpeace.com) could be completed with the support of a comprehensive team of contributors from different countries.

Throughout 11 years Mr. Peralta participated in a series of conferences destined to foster support and trust from governments, chancelleries, embassies and missions. Those conferences have dealt with the significance of participating in, calling for, rescuing and compiling exclusive Messages of Peace issued by the chiefs of state of UN member states.

This vast Peace mission that helped finish the book “Messages of Peace for the New Millennium” with 192 messages of peace for the world issued by the chiefs of state of the UN member states and the Secretary General Kofi A. Annan, has become a tribute to the United Nations for the comprehensive and worthy work that it has developed for over fifty years in favour of humanity.

In order to complete this project he visited 85 countries joined by a team of advisors and translators, and helped by the worthy and altruistic contribution provided by the Ibero-American News Network (CIN), the Swiss Graphic Design Publishing Company and both private and public institutions, which have made communications, conferences and trips throughout the world possible thus enabling Mr Peralta to maintain a dialogue with diplomats and government members, representatives of the culture and representatives of different religions. In every place and in every case his project “in favour of a Peace and Welfare Culture” has been warmly welcomed.

He acted as a member in Peace and mediation missions carried out at countries torn by differences and wars. Among other roles, he was the itinerant ambassador when solving the conflict between Pakistan and India, achieving positive results that contributed to reaching the current agreement between both countries.
He is the Honorary President of the Ibero-American News Network (CIN), which is an International News Agency, he is furthermore the President of the International Football Movement for the Peace and he is the Director General of the Football and Peace program

The new Peace mission of Mr. Peralta is called “Football and Peace in the World”. The participants of this mission are the FIFA with the first message for the Peace issued by the President Joseph S. Blatter, 6 Continental Confederations and 207 National Associations. The presidents of all these major international football institutions have already signed their messages favouring Peace. This work was presented at Germany’s World Cup in Munich and was subsequently presented in an official way to 203 countries through the FIFA (International Federation of Football Association) in September 21st. On that date we commemorate the International Day of Peace stated by the UN and the International Day of the Fair Play stated by the FIFA. As a result a new event was initiated in 2002 and it is still in practice. This event comprehends thousands of matches and championships that are meant to honour sports and peace as there is nothing that can not be achieved by football.

In the year 2005 Mr. Peralta was appointed interim president of the WOFP “World Organization for Peace” with its headquarters in Geneva, Switzerland, where he took office as president last June of the year 2006
Immediately after his appointment he presented the position of the WOFP at different congresses and conferences. Such position calls for saying “no to terrorism” and “no to war” and wisely saying “yes to human life” as we must understand that the current generation of men should contribute to reach a peaceful dialogue and to create good conditions for living together bearing in mind that the United Nations constitutes the major International Organism that has been empowered by the support and the votes of 192 state members to determine the good destiny of humanity.

In August of the year 2006 Mr Peralta took part in mediations carried out at Israel, the Lebanon and Palestine by requesting a permanent ceasefire.

In September 2006 at Tirana, Albania where the congress “NATO Science for Peace Programme” took place, Mr Peralta presented his project called “All for a Culture of Peace”. This is the project that the WOFP is implementing at different educational levels by installing 160 universities for Peace in 115 countries.See more

Mr. Peralta strongly believes that peace is possible with the commitment, the good disposition and the participation of all, and that once it is achieved through a joint, cultural and solidarity programme, it will benefit us all.
